Carl is Harpenden Town Council's Chief Executive and leads the Officer team. He is responsible for ensuring that the Council delivers the priorities that are set out in our business plan. Key to his role is providing independent, objective, and professional advice to individual Councillors and the Council as a collective body. Carl has worked for the Town Council since 2016 and is hugely proud of the outstanding local improvements that have been made in recent years and the planned community investment for the future.

Phil oversees many important and high profile Town Council areas of responsibility and is the Deputy Town Clerk. His responsibilities include managing the Green Spaces team, ensuring the preservation and maintenance of Harpenden's open spaces, play areas and allotments, as well as enhancing biodiversity within the Town. He is also responsible for the public realm, Town Centre management, community grants, our volunteers, service level agreements, and commercial licences.

Our longest serving colleague, Heather, has built her vast knowledge of Harpenden and its Town Council over 25 years. She leads the Town Council’s community function which includes the management of our buildings and assets, collaboration with the Town’s business and voluntary sector, and the delivery of our fantastic events. She overseas an enthusiastic team of five to deliver these important services. Heather also manages the Town Council's Planning function in which she has extensive experience.

Experienced Accountant, Daniel started his career in local government in 2003 and joined Harpenden Town Council as Finance Manager in 2020. In his current position of Head of Corporate he oversees Finance and Governance, ensuring that the Council adheres to the Financial Regulations which includes the preparation of monthly management accounts, budget setting and cash flow planning, as well as Balance Sheet reconciliations and ensuring the Council's tax and accounts are compliant.

Harriet is responsible for our high quality Events Programme and monthly Farmers Market, occasions that are extremely important to Harpenden and its residents. She has worked here since 2017 and has ensured Town Council events, such as the carnivals and festivals, as well as the supported third party events that take place on our land, have gone from strength to strength. A lot of her time is spent planning ahead, checking safety paperwork and running events on the day. Harriet also enjoys supporting third parties organising events in Harpenden, providing advice and guidance in line with the events protocol as well as representing the Town Council at the Safety Advisory Group.

When it comes to Harpenden Town Council's calendar, there are no limits to her imagination and her wealth of experience means she keeps calm even at our most popular and busy events.

Faye supports our Events and Farmers Market Officer with our busy and diverse Events Programme, and third party events. She is responsible for Teddy Bears Picnic and Music in Lydekker, and particularly enjoys leading these exciting summer occasions. Much of her time in the winter months is spent on the Southdown and Batford Light up events which go from strength to strength as she brings her artistic flair and energy to planning and managing these.

Nicola joined us in 2024 with a wealth of experience in community projects, sustainability and logistics. Her role at the Town Council involves supporting many areas of the organisation with administrative duties including assisting the Head of Corporate. Her responsibilities mean that she juggles a variety of projects from Community Grants to our volunteering initiative 'Litter Angels'; she thoroughly enjoys getting involved with so many aspects of the Town Council’s work.

Tim oversees the management of Harpenden Town Council’s public realm and environment assets and services, including green spaces, allotments, public realm displays and tree management. He also leads the Green Spaces and Town Ranger team on a day-to-day basis.
Tim joined Harpenden Town Council in 2021, bringing with him a wealth of experience gained through estate management. He is passionate about helping the community engage safely and meaningfully with local green spaces, while enhancing the town’s environment and supporting biodiversity.
With extensive knowledge of horticultural landscaping and a forward-looking approach to modernising open spaces, Tim plays a vital role in shaping Harpenden’s green spaces and public realm.

Alex manages a number of open spaces across Harpenden including the Common, Batford Springs, Parva Close Play Area, Westfield Recreation Ground, Woodend Play Area and the green spaces on the High Street. His time is spent improving and maintaining these areas, not only for the enjoyment of our community but also by focusing on biodiversity - a subject he cares about passionately. Alex particularly enjoys working with the local community and regularly hosts project days with our volunteers, ensuring our objectives are delivered to the highest of standards.

Megan has a background in ecology having worked in both conservation and ecological site work. She is particularly interested in habitat management, biodiversity, and helping people connect with nature locally.

Having joined the Green Spaces team in 2026, she is looking forward to getting to know Harpenden and working with the community to enhance local green spaces for both people and wildlife. She will be supporting the management of these spaces, with a focus on biodiversity, habitat improvement, and making them more accessible.

Dean joined the team in 2022, he is highly experienced in the work required of Town Rangers and is well used to the challenges and demands of this area with a busy town centre and diverse parks and open spaces. His day to day responsibilities include installing benches and bins, watering trees, ensuring signage is displayed at the correct time and in the right place, fencing is taken down, and inspections of toilets, dog bins and meter readings are completed safely. Dean particularly likes being a face of the Town Council as one of the more visible members of our team, working outside. He is extremely proud of working in Harpenden and ensuring the green spaces are the best they can be.

Gerry joined Harpenden Town Council in 2023 and has brought with him a wealth of experience. His main responsibilities include maintaining Harpenden’s green spaces to the highest of standards and taking care of the Artificial Grass Pitch in Rothamsted Park – no easy task! He loves the variety his job offers and really enjoys working along side a dedicated team of Town Rangers.

Ian has an impressive 20 years experience of grounds maintenance work within Rothamsted Park alone, and is highly regarded as one of our dedicated Town Rangers. His responsibilities include maintenance of our green spaces from repairs and maintenance of fences and bins, to strimming the grass, hedge cutting and watering trees. Ian enjoys working outdoors and works hard to ensure Harpenden’s green spaces are always at their best, particularly when it comes to his favourite, Rothamsted Park.

Jim not only carries out important maintenance and upkeep in Harpenden, ensuring our green spaces and Town Centre are of the highest standard, he leads the Team in ensuring that work is carried out efficiently and on time. His days are extremely busy and include varied tasks from conducting maintenance checks in the Town Centre to installation of benches in our Parks. It is important to Jim to continually improve and exceed expectations of the Council and residents of Harpenden. Jim is motivated by producing outstanding work and loves working outside in such a diverse and outstanding environment.

Having worked here for over 17 years, Doug is a real asset at Harpenden Town Council. He enjoys working with a dedicated team in which his main responsibility is maintenance of our green spaces. He particularly enjoys working outdoors and the variety his job brings. Doug is highly skilled in electrical engineering; one of the most enjoyable parts of his job is fixing machinery and equipment.

Andy joined Harpenden Town Council with a wealth of experience including a career in the RAF and running his own business. He has excellent practical skills which means he takes on varied tasks as one of our dedicated Town Rangers. He enjoys mowing and taking care of our sports pitches which requires skill and experience to get just right, and is always keen to take on tasks which require driving our tractor.

Clare recently joined the Town Council following successful completion of a RHS Horticultural course at Shuttleworth College. The course opened an opportunity to pursue her life-long interest in gardening and horticulture, and an exciting career change. Clare is mainly responsible for the green spaces in Harpenden's Town Centre, Lydekker Park and flowerbeds across the Town. She loves working outside and says that the the Green Spaces team and meeting members of the public are highlights of her job.

Jon joined the team in 2023, bringing with him over 20 years’ experience in the leisure industry, most recently managing a busy swimming pool. He is responsible for the Town Council’s buildings and facilities, ensuring that they are maintained to the highest of standards. The Facilities Officer role is at the centre of many new and exciting Town Council assets including new sports facilities in Rothamsted Park.
Jon particularly enjoys working in Harpenden, as he says it’s a vibrant Town with lots of friendly and interesting people. His role keeps him busy but he loves its diverse nature and thrives on its ever changing challenges.

Justin has worked at Harpenden Town Council for more that 18 years and is responsible for the upkeep of Park Hall, ensuring it is always maintained to the highest of standards. He enjoys meeting and greeting hall hirers and being kept busy by solving problems, making sure facilities are exactly as Hall users require.

Jane is responsible for administering Council and Committee meetings, supporting the Mayor and Deputy Mayor, and organising civic events such as the Annual Town Meeting and Civic Service. As The Mayor's Secretary, she also organises charity fundraising events for the Mayor's nominated charities and is the Town Twinning Officer for the Council. Jane's knowledge and experience is exceptional and the Council relies on her organisation and eye for detail for a wide variety of its commitments.

Kirsty joined the Corporate team in 2025, bringing with her a strong background in marketing and communications. Originally from New Zealand, Kirsty has lived in Harpenden and the surrounding area for over 10 years and her and her family enjoy getting involved in local events and activities. Madeleine joined the Town Council to provide day to day management of our community services functions. She has a wide range of experience in property management having spent 17 years working at Hatfield House managing the property portfolio, before transitioning across into the charity sector where she refurbished a charity based community centre, leading on the development of both the premises and its operations.

Madeleine then joined Isabel Hospice in Welwyn Garden City, working on many development projects before joining Harpenden Town Council. Her responsibilities cover the management of our community buildings and sports facilities and enhancing and strengthening our community engagement work with local charities, stakeholders, local businesses and the Police.
