Capital Receipt Allocations
Update following Harpenden Town Council Meeting on 18 May 2020
All Town Councillors met on 18 May 2020 to consider the next stage of the Town Council process of allocating our Capital Reserve.
Council agreed in principle that several projects will be taken forward subject to the Council’s usual Governance and due diligence processes.
Projects that have been allocated funding
The projects that have been allocated in principle funding are set out below. Where possible, we have included the funding allocated to the project. However, in some cases the amount allocated to the project is subject to legal/commercial implications and will remain confidential at this stage. For example, they impact on negotiations with landowners or prospective external funders.
As soon as the legal/commercial implications are no longer relevant, the figures will be announced.
Delivery plans will be worked up for each of these projects and these will be considered by Council in September 2020. The delivery of these projects will be phased over 24months.

Projects that will not be taken forward
There is a further set of project ideas that Council have so far indicated that they will not be taking forward. However, some of these may be scoped and analysed further and Council will take a decision on the next steps for these at the July Council meeting.

The Town Council delivers many projects and initiatives across the Town that play a key role in making Harpenden a great place to live, work and visit. This Capital Receipt provides us with a unique opportunity to further enhance parts of the Town over the coming years.
The Town Council ran a community engagement exercise with residents where residents were asked to share their ideas on how the Council should spend its Capital Receipt. The survey was available online and in hard copy.
Any ideas submitted had to fit the following criteria:

All ideas were orignally going to be considered by the Council in March 2020, but this has been postponed due to the coronavirus. Ideas will now be considered by the Council in June 2020.
